After graduating from school with a high school diploma, Gruber studied economics and social sciences from 1964 to 1969 at the Technical University of Stuttgart and the University of Erlangen-Nuremberg, graduating with a degree in business administration. He then worked as a research assistant at the Social Science Research Center and at the Chair of Political and Communication Sciences at the University of Erlangen-Nuremberg from 1970 to 1978. In 1975 Thomas Gruber received his doctorate. rer. pole. at the Social Sciences Institute of the University of Erlangen-Nuremberg. His dissertation was on the topic of "Taking on the journalistic professional role". From 1978 to 1981, Gruber worked as a media officer for Schleswig-Holstein's Prime Minister Gerhard Stolenberg in Kiel. In 1981 he became assistant to the director of the Bavarian Radio in Munich.
In 1984, Grüber became head of the main department of the Bavarian Broadcasting Corporation before being appointed head of the BR Franken studio based in Nuremberg in 1990. In 1995 he was appointed radio director of Bavarian Radio. In 1999 he received the Federal Cross of Merit. In 2001 Thomas Gruber was awarded the Bavarian Constitutional Medal in silver. In 2002 he was appointed director of the Bavarian Radio. In 2003, Gruber was appointed honorary professor in the areas of media management and cultural education at the Otto Friedrich University of Bamberg. In 2003 he was also appointed head of Department I "Communication and Media Studies" at the University of Television and Film in Munich. In 2004 he was awarded the Bavarian Order of Merit. Since January 1, 2005, Thomas Gruber, succeeding Jobst Plog, has been the director and board member of ARD.
